Export laws threaten offshore development, say MPs

Is an email an export?

MP’s have warned that current export laws could – if applied rigourously – make collaborative software development projects between the UK and non-EU countries such as India unworkable. Under the current system, any email containing code between parties technically requires its own export licence.

A parliamentary committee of MPs, the Quadripartite Committee, has published a report in response to academic consternation that the export laws could render collaborative development prohibitively expensive.

The committee has asked the government to clarify whether software code that has passed between the UK and non-EU countries represents an export like any other, or to create an official exception.
